Human Resources and Payroll Specialist

McKendree University welcomes applications for the position of Human Resources and Payroll Specialist located at its Lebanon, IL campus.  This is a full-time, benefits eligible position.

Reporting to the Director of Human Resources, Human Resources & Payroll Specialist accomplishes routine Human Resources and Payroll functions including the successful onboarding of new employees; administering pay and benefits; and enforcing company policies and practices.  The specialist serves as the contact for new hire and payroll changes and will specialize in all areas of payroll processing, ensuring the highest level of relevant and updated local, state, federal compensation compliance and regulations. This person will play an integral part in the success of the student Federal Work Study program and will support key administrative roles and projects, to include personnel record management, developing data-driven survey responses, and research and resolve employee-related inquiries.

PRIMARY DUTIES AND RESPONSIBILITIES:

Payroll Administration:

  • Accurately and timely process employee payroll; manage payroll changes such as salary adjustments, 403(b) election changes, special payments, tax allocations, wage garnishments and payroll deductions.
  • Ensure accurate maintenance of time and attendance records; manually review and audit timesheets submitted by each department to meet deadlines and contact supervisors or individual employees when there is a discrepancy.
  • Collaborate with the Financial Aid Office to facilitate the student Federal Work Study program.
  • Serve as the main point of contact for employee inquiries for guidance on payroll and benefit-related questions.
  • Stay current on federal and state payroll laws, updating the rest of the HR and Payroll team and employees as appropriate.

Human Resources Administration:

  • Support HR employee life-cycle processes (onboarding, exits, transfers, promotions, etc.) through administrative and organizational tasks and maintain records in accordance with federal, state, and local guidelines to ensure correct employee data. 
  • Engage new hires to facilitate the onboarding process, provide status, and gather additional information as needed.
  • Administer health and welfare plans, including enrollments, changes and terminations.
  • Analyze, develop, and recommend human resources administrative and procedural processes to improve efficiency and accuracy.
  • Plan and support information meetings such as open enrollment and new hire orientation.

General Administration:

  • Set priorities, meet deadlines and follow up on assignments with a minimum direction.
  • Conduct or assist with record audits and mandatory reports, which may include I-9 audits, payroll audits, and other compliance reviews.
  • Identify potential problems and/or compliance issues related to the Fair Labor Standards Act (Exempt v. Non-Exempt, minimum wage, overtime, etc.), state wage and hour laws, workers compensation classifications, employee terminations and final pay and employee classifications (full-time, part-time, contractor, and temporary).
  • Maintain employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details.
  • Maintain standards of strict confidentiality with respect to all matters and documents.
  • Perform other duties and/or projects as assigned.     

REQUIRED QUALIFICATIONS:

  • Associate’s degree in a related field.
  • 1-2 years of related experience.
  • Experience using web-based tools and websites to complete actions or troubleshoot issues.
  • Proficiency with the Microsoft Office suite (Excel, Word, and PowerPoint).

PREFERRED QUALIFICATIONS:

  • 2+ years of related experience in a University setting.
  • Prior experience with Ellucian Colleague.
  • Working knowledge of statutory benefits requirements including COBRA, HIPAA, ERISA, and IRS rules.

WORK HOURS/CONDITIONS:

Office environment; 40 hours per week, normally 8:00am – 5:00pm; some evening and weekend work may be required.
